Dr. Alparslan UGUR was born in Konya - Turkey in 1981. He has obtained his PhD degree in public finance in 2013 from Manisa Celal Bayar University. Since then editor has worked in different projects in the field of Public Finance. He is a member of Kirikkale University and also is the head of Public Finance Department in the same university.
