Kerala experienced an abnormally high rainfall from 1 June 2018 to 19 August 2018 which resulted in flooding (CWC, 2018).The emergency response during Kerala flood 2018 received mixed media coverage. The fishermen being locals coming first before NDRF using local knowledge of habitats and rivers for flood rescue (Sen, 2018). This study aims at an analysis of emergency response from a perspective of its administrative response. The study has two key objectives; a) two document the administrative response during disasters including inter-departmental coordination, and to register challenges and needs of the district administration. Why are some government efforts at disaster relief more successful than others? Administrative response plays a major role in handling disasters, and administrative response is not widely documented. The documentation of best practices, challenges faced, inter-department & inter-state coordination will help in building the understanding of complex realities during disasters and will act as a reference to future administrators, practitioners, policy makers & others interested in the field of disaster risk reduction.
