Education of the people is an important principal within the system of American life. Although the founding fathers did not make provision for it within the constitution, they did have a deep understanding of the role of education in helping people act a part as an informed citizenry. This leads very quickly to the idea that in order for education to benefit the most, it must be free and paid for by the government. Hence, the obligation and authority that exists for the operation of public schools in the country are under the legislature of each state.
