Charles J. Russo, J.D., Ed.D., is Joseph Panzer Chair of Education at the School of Education and Health Sciences, University of Dayton (UD), Director of its Ph.D. Program, and Research Professor of Law in the UD School of Law. Also, 1998-99 President of the Education Law Association and 2002 recipient of its McGhehey (Achievement) Award, Russo has authored or co-authored more than 325 articles in peer-reviewed journals; authored, co-authored, edited, or co-edited 81 books; and has more than 1,300 publications focusing on issues in Education Law. Russo has spoken extensively on issues in Education Law in thirty-four of the United States and thirty-two other Nations on all six inhabited continents. He also edits two journals and serves on more than a dozen editorial boards. Leijun Ma, Doctor of Education Law, is Deputy Director of the Research Centre of Education Legislation and Standards, China National Academy of Educational Sciences. Dr. Ma is Secretary General of the Professional Committee of Education Legislation , the Chinese Society of Educational Development Strategy. He is also Secretary General of the Professional Committee of Safety Education and Management in Primary and Secondary Education, the Chinese Society of Education. Dr. Ma used to be a Visiting Scholar of Dayton University and Taiwan Normal University. He is also Postgraduate Tutor of Guangxi Normal University.
