However, it is very clear that non-compliance and lack of proper implementation of local government policies and legislation always contributed to large-scale failure of governance in South Africa. The failure of governance in South Africa can be traced back at the local government level which always led to poor service delivery by many municipalities to most communities in the country. This book finds that most failures by municipalities in South Africa to provide adequate services to members of the public is due to lack of competent and qualified staff. It further finds that other local government failures emanate from lack of proper implementation of the principles of corporate governance as provided for by the king III Report on Corporate Governance. The findings in this book is that most municipal council and stuff members lack sufficient working knowledge in as far as the running of municipality is concern. Therefore the conclusion drawn in this book is that there is a need for the implementation of Corporate governance principles at the local government as an oversight mechanism.

Tshehledi Isaac Mokgopo ist zugelassener Rechtsanwalt am High Court of South Africa. Er praktiziert derzeit als solcher. Er hat einen LLB-Abschluss, einen LLM (Entwicklungs- und Managementrecht) von der Universität Limpopo und einen LLM (Multilevel Government) von der UWC. Derzeit ist er Dozent an der juristischen Fakultät der Universität von Limpopo.
