For this reason, in recent years, many books have been written, especially in the field of guidance and determining the policy for the development of electronic and virtual education. In any case, different solutions have been stated to determine the policy. What will come in the continuation of this discussion shows a five-stage structure for determining the policy and documenting it. Here, without going into the details of each step, we try to explain the overall structure of this model. The problems of Persian speakers in learning English is not a new thing, learning the language and especially the English language has almost become one of the concerns of today's mankind. We spend hours and days in a row looking to learn English in English classes, or athome we spend a relatively large amount of time improving our language, watching educational videos, listening to audio files, and hundreds of other activities to learn this language effectively.
