Mengistu Gutema Kebede obtained his MA in Federal Studies from Addis Ababa University (Ethiopia). He is the author of Education Decentralization in Ethiopia. He has been teaching Civics and Ethics for five years in government and private institutions. Currently, he is a lecturer in Civics and Ethics at General Wingate TVET College (Ethiopia).
