CHARLES F. DORAN is Andrew W. Mellon Professor of International Relations at the School of Advanced International Studies, Johns Hopkins University. He is the author of 10 books including, most recently, Systems in Crisis (1991). ALVIN PAUL DRISCHLER is codirector of the North American Studies Program at the School of Advanced International Studies.
