Considering education as one of the fundamental elements of a country's development, governments, among their public policies, consider it important to assume the management of education and the investment to be made in this area, in order to sustain and maintain access to public education for its inhabitants as a right established in the Constitution of the Bolivarian Republic of Venezuela.
