Considering education as one of the fundamental elements of a country's development, governments, among their public policies, consider it important to assume the management of education and the investment to be made in this area, in order to sustain and maintain access to public education for its inhabitants as a right established in the Constitution of the Bolivarian Republic of Venezuela. Recognizing culture as a social fact that allows the recognition of both the national identity and the socio-economic development of the country, public educational policies must be created that allow society in general to participate in a leading role in the solution of their individual and collective needs, and in the development of culture in their communities. The learning projects, a strategy applied by Misión Cultura in Venezuela in the Bachelor's Degree in Education, mention in Cultural Development, has made this possible.
