Health Care delivery systems involve a variety of stakeholders. These include the doctors, nurses, pharmacists and other supportive staff on the one hand and the communities who utilize the services on the other. They organize themselves and interact with each other in highly complex decentralized settings. The key stakeholders such as the doctors and the patients are linked through the organization structure and financing mechanisms. The outcomes of these interactions are most of the time difficult to observe particularly in state run systems where the incentive systems and the HRD systems are inadequate. Over the years concerns have been raised about the poor performance of the public health sector in India.
