Human resource management regards training and development as a function concerned with organizational activity aimed at bettering the job performance of individuals and groups in organizational settings. Training and development can be described as "an educational process which involves the sharpening of skills, concepts, changing of attitude and gaining more knowledge to enhance the performance of employees".The field has gone by several names, including "Human Resource Development", "Human Capital Development" and "Learning and Development".Like all other aspects of business and management, the effectiveness of training and development are determined by Return of Investment. Without a substantial ROI, employee training can easily be described as a waste of good investment, but with a good ROI, it can be described as very good for the organization. Each organization's employee training and development programs are defined by its business needs and competency road maps. So before measuring the effectiveness of personnel training in the organization, first there is the need to develop a framework that measures how employee training results in higher ROI for the personnel.
