By examining six of Taiwan's TDR programs and administering a questionnaire survey to get feedback from key shareholders, namely planners of the public sector and private developers, the study found that Taiwan's fundamental TDR institutions are not properly provided for. To improve the overall efficiency of Taiwan's TDR practice, the study further suggests some effective strategies to deal with these problems.
