The objective of the study is to interrogate the existing policies that guide the Ghana scholarship secretariat in recruiting students, government employment of the trained graduates for brain gain or brain circulation to be achieved, and the relationship between the scholarship secretariat and the students during and after they return from studies abroad.The research findings revealed that the scholarship secretariat does not have existing policy or policies but rely on guidelines of the scholarship secretariat in the recruitment of beneficiaries to study abroad. These guidelines are published in the newspapers for the public to apply for scholarships to study abroad. The relationship between the students and the scholarship secretariat is facilitated by the Ghana Missions abroad while the students are in the countries of study.
