Jurist, Absolvent der Universidad Libre Seccional Pereira, Fachanwalt für Verwaltungsrecht und Master in derselben Rechtsdisziplin, Professor an der Hochschule für öffentliche Verwaltung ESAP. Neben seiner Lehrtätigkeit an der Universität war er im öffentlichen Dienst auf nationaler, departementaler und kommunaler Ebene tätig.
