Dev Datta Joshi est un avocat passionné par les droits des personnes handicapées. En tant qu'avocat pratiquant au Népal, M. Joshi a participé à des litiges stratégiques devant la Cour suprême népalaise visant à énoncer une jurisprudence nationale historique favorable aux droits des personnes handicapées. Il est titulaire d'une maîtrise en droit du handicap de l'université nationale d'Irlande, à Galway.
