Grace Stuart Ibingira, legal consultant to the UN Development Programme, served in the Ugandan government as a member of parliament, minister of justice, minister of state, and secretary general of the Uganda People's Congress. He was Uganda's ambassador to the UN until he resigned from government service in January 1974.
