This research study is an examination and evaluation of development policies of interventions intended to promote Africa's graduation from poverty and vulnerability to prosperity and security. Based on Ugandan exerience it focuses on the period 1890-19990 - the era of state intervention, and on the period of 1991 to date - the era of liberalisation. The first period focuses on policies that sought to control commodity markets at sectoral, national and international levels, and the structural adjustment policies that have been implemented since the 1980s. The second period focuses on an evaluation of the effectiveness of liberalisation policies.
