El autor de este libro es ingeniero informático y tiene un doctorado en Redes y Telecomunicaciones por el INP de Toulouse. También tiene un máster del IEP de Toulouse, con una especialización en Sociología Política de los Procesos de Gobierno. Actualmente es profesor-investigador en la Universidad AM de Niamey y autor de varios libros.
