At the beginning of 2002, the Senegalese Minister of Health, Professor Eva Marie COLL SECK, was contacted by one of her former professors at the Faculty of Medicine of UCAD (Cheikh Anta DIOP University), who provided her with a file containing clinical and biological diagnostic results of patients who had undergone this treatment. It is during this same year that I was seized, in my capacity of Jurist-Consultant, specialized in the management of business in the P.E.D (Countries in the process of Development), in order to lead this file, I was in year of thesis at the Sorbonne.
