Edward P. Lazear is the Isidore and Gladys J. Brown Professor of Urban and Labor Economics in the Graduate School of Business at the University of Chicago, senior fellow at the Hoover Institution, and editor of the Journal of Labor Economics. Robert T. Michael is professor in the Department of Education and the College at the University of Chicago and director of the National Opinion Research Center.
