This publication examines alternative contracting and ownership approaches for the development, construction, commissioning, operation and decommissioning of new nuclear power plants. It identifies issues faced by Member States considering the applicability of such approaches to their national programs. Two new approaches to nuclear project development are analyzed here: buildownoperate (BOO)/buildownoperatetransfer (BOOT) approaches; and regional approaches.
