Disabled veteran, a college graduate, mother of one and a caregiver to the family, Carrie Bell (Lance) Herrell-Winns, known as Ms. Carrie Bell, was born on October 1948 in Dunbar, Georgetown, South Carolina. She is the third child of ten children born to the Late Rev. Thomas Sidney and the Late Florine Canteen Lance. She later moved to New York and joined the United States Army in 1969, E5 Rank in less than three years, and then was Honorably Discharged. She has attended some prestigious colleges before moving back to South Carolina and attended Webster University. She suffered three car accidents rendering her disabled.
