This study investigated the effectiveness of using an ESP Online teaching program to develop Iraqi Police Academy Cadets' EFL listening and speaking skills and increase their motivation towards learning the English language. This indicated that the ESP online teaching program significantly impacted the development of EFL listening and speaking skills and increased the motivation of the participating cadets. Therefore, it is concluded that using an ESP online course is effective in developing EFL listening and speaking skills for Iraqi College of Police Cadets and increasing their motivation towards learning the English language. This research is important in recent developments in online teaching and learning English due to the COVID-19 pandemic, which invaded and spread worldwide. It caused Cities and Universities lockdowns; thereby, it became necessary to use online teaching as an alternative way to continue ongoing teaching. In light of those findings, the research study recommended and suggested for other future researchers` studies the necessity of implementing online programs in teaching the English language to bring better Outcomes in students' skills.
