The effectiveness of the government can be measured from different perspectives; of which the degree and extent of its inclusiveness of the weaker sections of the community in sharing the economic benefit is more vital than the others. Most conventionally, upper and middle class of the community persist to stand for and realize their interest hence they have had access to state apparatus. But, whenever such gap persists it is the responsibility of the government to balance and empower the weaker sections of the society. The objective of the study was to assess the nature and content of Ethiopian social security policy in relation to, International convention, national constitution and Universal Declaration of human Right. For the study both primary and secondary sources have been employed. The assessment made revealed that, Social security policy in Ethiopia is still at infant stage and Compared with international Labor Organization convention, national constitution and other neighboring countries, it is still incompatible. Therefore, to have governance with good will of the people the government is expected to give focus and protects its own people from social insecurity.
