IT companies must pursue innovative developments and thus need sufficient numbers of qualified staff. If manpower shortages cannot be resolved, a company can outsource its development, maintenance and operation of applications to qualified service providers. This will be specially analyzed using the case of a German software company, which will exposit essential success factors of outsourcing IT development services to China, especially in Hefei (the capital city of Anhui Province). This region has special support from the Chinese government and is both a partner city and research project partner of Rostock, Germany. According to the analysis of a precise investigation of service providers in China, the author presents a detailed concept and a series of processes and solutions to solve the problems of such off-shoring projects.
