The study evaluates the degree of implementation of the PNRH (National Water Resources Policy) in a watershed that contains a river of Union domain comparing it with a river basin of state domain, in order to verify a strategy for integrated planning. A methodology is proposed that consists of defining criteria and integration levels for watershed analysis. The criteria selected are the instruments of the National Water Resources Policy, the public participation body and the incidence of water use conflicts. Considering the watershed at macro (São Francisco River basin) and micro (Salitre River sub-basin-BA) planning levels, integration levels were defined, which are: very high, high, medium, low and very low. The analysis shows that different results can be achieved depending on the level of planning considered and the criteria analyzed. These results allow us to suggest actions for the management of water resources in order to support decision-making by the entities responsiblefor this management at both scales.
