In this publication, Edmundo Enrique Vásquez Paz offers interesting ideas on sustainable development and climate change. He proposes the need to provide the Sustainable Development Goals (SDGs) with an agenda for the construction of the necessary "political power" that will be required by those in charge of developing them in practice; and he presents a proposal for generating that power and making the SDGs viable. He discusses the idea of how to guide the work of development planners - at different levels - to generate viable proposals that contribute to social change, to changing the predominant values in our society that underpin the current model of "unsustainability" - even against the very laws of thermodynamics - and proposes systematised ways of proceeding. In his third essay, he presents the current prescriptive and dispositive model in Guatemala in the field of climate change as the coherent construction of several instruments (Policy, Framework Law and Action Plan) in whose design he played a leading role, and explains the reasons for its main characteristics.
