The findings of my study will help the government and other private sectors where this system is used whether to continue with this system, or to adapt better methods regarding the process of performance assessments in these institutions. The Government of Zambia established a legal framework to institutionalize Annual Performance Appraisal Systems (APAS) through the Performance Management Package (PMP) and included APAS in the Terms and Conditions of Service for Public Service to develop and introduce new instruments for measuring individual performance, (Zambia, 2003:52).
