O Dr. P. Shivakumar Singh estudou no ensino primário e secundário em Appayipally, Kodangal, distrito de Mahabubnagar, e obteve o grau de bacharelato no SAP College, Vikarabad, afiliado à Universidade de Osmania, tendo depois concluído o mestrado e o doutoramento na Universidade de Gulbarga. A sua área de investigação de interesse é a etnofarmacologia. Atualmente, trabalha na Universidade de Palamuru.
