This work focuses on the Application of Information Communication Technologies (ICTs) and Effective Reference Services in academic libraries in Nigeria. It emphasized that the roles of reference Libraries have thus evolved in response to new societal and technological developments. Reference libraries now use these technologies to search for information, to communicate and satisfy patron's reference and information needs. This work established the extent to which ICT facilities are applied to reference services in Nigerian libraries. It also identified problems like irregular power supply, limited duration of use, inadequate number of facilities etc as inhibitors to efficient utilization of ICT facilities. Possible solutions such as provision of sufficient facilities and extension of duration of use, etc, were equally recommended.
