The Author: Martin E. Goldstein is Professor of Government and Politics at Widener University. He received his B.A. from Cornell University and his M.A. and Ph.D. from the University of Pennsylvania. The author of America's Foreign Policy: Drift or Decision, as well as other books and journal articles, Professor Goldstein recently completed a William C. Foster Fellowship at the U.S. Arms Control and Disarmament Agency.
