The present study includes threes chapters. In the first chapter, the author studies the administrative procedure laws of the people's Republic of China and Colombia. In the second chapter, the author makes some reflections about the institutional design of the Constitution of the Autonomous City of Buenos Aires, Argentina. In the third part, the author presents the evolution of bilateral relations between Colombia and Cyprus as well as fourteen other nations in Latin America, where the presence of this European country appears exotic despite the existence of various treaties, memoranda, conventions, and signed international agreements.
