Born in 1962, the author holds a Bachelor's degree in Law and Masters of Development Studies from Universite Libre de Kigali.In the aftermath of the decentralization policy initiated by the Rwandan government he served for a long time as district mayor and in various positions in NGOs. He is currently working for the Rwandan Governance Board.
