Rukhsar Ahmed hat an der Universität Karachi promoviert und an der University of Edinburgh, dem British Film Institute und der Harvard Law School der Harvard University, USA, promoviert. Derzeit ist er Senior Most Professor an der SZAB University of Law und Gründungsdekan der SMI University. An dieser staatlichen Universität hat er auch als amtierender Rektor fungiert.
