Nacida en Roswell, Nuevo México, Jo Ann creció en el seno de una familia militar. Se enamoró de Hawái durante una breve escala en Hawái camino a Japón. Años más tarde, encontró el camino de regreso a Hawái. Se casó, se convirtió en enfermera y trabajó en la unidad neonatal del Centro Médico Kapi¿olani. Como coach y árbitro de AYSO soccer, disfrutó ayudando a los niños a desarrollarse positivamente y a ganar confianza en sí mismos. Ha tomado clases de lengua y cultura hawaiana. Trabaja como voluntaria en el preescolar local Punana Leo (un preescolar de educación media hawaiana) le ayuda a avanzar en su aprendizaje del hawaiano. Su escritura se centra en eventos en Hawái, así como en otras historias que tienen vínculos con Hawái.
