Since the adoption of the Ten-Year Education Development Programme (PRODEC) in 1998 and the implementation of the Education Sector Investment Programme (PISE) in 2001 in the context of decentralization, the Government of Mali has committed itself to paying sustained attention to early childhood development, as evidenced by the implementation of several projects in this area with the support of its development partners.The Government of Mali has therefore opted, in the National Policy on Early Childhood Development, to develop and give priority to the provision of pre-school education, especially on a community basis. Thus, the Government of Mali, in close collaboration with its development partners, intends to raise the pre-school enrolment rate through community experience for the benefit of rural populations, with the strong involvement of local authorities.

MOUNTAGA LAM tem um mestrado em Ciências da Educação pela Universidade de Michigan, Ann Arbor (EUA) e um doutoramento em Ciências da Educação pelo Institut Supérieur de Formation et de Recherche Appliquée de Bamako (ISFRA, Mali). Actualmente é Professor na Universidade de Ciências Humanas de Bamako.
