Martin Ndakalako Mukulu wurde am 4. September 1980 in dem schönen Land Namibia geboren. Er hat ein Diplom in umfassender Krankenpflege und Hebammenwissenschaft, einen Bachelor in Pflegewissenschaft und einen Master in Public Health von der University of Western Cape, Südafrika, und ist leitender Beamter für Gesundheitsprogramme im Ministerium für Gesundheit und soziale Dienste.
