Our work highlights the approaches of digitization and real time identification in the monitoring of the movement of populations at the Directorate General of Migration. Indeed, it is about the design of an automatic scanning model and its simulation for the daily control and monitoring of the duplication of population papers. The work intends to establish the territorial control regarding the monitoring of the movement of populations through access to ICTs and the appropriation of ICTs by the actors involved in the process of digitization and real time identification by the targeted actors between urban and rural territories. We also reviewed the different tools used, in rural as well as in urban areas, between the agents of the Directorate General of Migration, regarding the use of and access to ICTs.
