This work is the result of a phenomenological research carried out in seven public management offices in the Municipality of Puerto Cabello, Carabobo State, Venezuela. Its main purpose is to reach a theoretical approach, taking the axiology of values as a starting point, and man as the main axis given the duality of his being. Biological being, with basic needs that seeks to subsist within other living beings and similar. The only being that groups together interacting, attending to his social condition. The axiological transcendence of complexity in the humanization of the organizational fabric, intends in its theoretical approach to make known that man is the gender that can bring down or bring up any organization because its capacity is greater than any other living being. He can, through his competencies, develop good leadership to make possible the promotion of a new public management.
