Paul Bowen is a barrister at Doughty Street chambers specialising in public law and human rights law, with a particular interest in the rights of adults and children with disabilities, including those with mental health disorders. He is listed as a leading junior in his field in the Legal 500. He was junior counsel in the Bournewood and HL v United Kingdom cases and has been actively involved throughout the reform process as a member of the Law Society Mental Health and Disability Committee
