Dr. Mukhtar ist Dozent für allgemeine Studien an der Abubakar Tafawa Balewa University, Bauchi, Nigeria. Er studierte und erwarb drei Abschlüsse in Politikwissenschaft - einen Bachelor von der Bayero-Universität Kano, einen Master von der Ahmadu-Bello-Universität Zaria und einen Doktortitel von der International University of Africa Khartum, Sudan. Er wurde 1968 in Ningi, Bauchi, Nigeria, geboren.
