Joel Mbingi Lukuasa wurde am 05. März 1962 in Nyanga in der Provinz Kasai in der Demokratischen Republik Kongo geboren. Er ist Doktor der Menschenrechte in der Abteilung für gute Regierungsführung, Sicherheit und gemeinsame Verteidigung an der Universität Bangui. Derzeit ist er außerordentlicher Professor und unterrichtet am Institut supérieur Pédagogique de Tshikapa.
