Andrew Ogwang è nato il 10 aprile 1977 a Buwama Mpigi Ditrict, ma è originario del distretto di Lira nel nord dell'Uganda. Ha studiato letteratura e insegnamento della lingua inglese al liceo. Ha conseguito una laurea in istruzione, un diploma post-laurea in gestione e amministrazione dell'istruzione e un Master of Arts in relazioni internazionali e studi diplomatici.
