DAVID BUTLER is Emeritus Fellow of Nuffield College, Oxford, UK. He has been associated with the Nuffield election studies since 1945, and has been the author or co-author of each one since 1951. His most recent publications include The British General Election of 2000 (with Dennis Kavanagh). He is well known for his electoral commentaries on television and radio and has written widely on British, American and Australian politics. MARTIN WESTLAKE has served in a number of European institutions and is currently Head of Communications in the European Economic and Social Committee. He has published widely on the European institutions and British politics. His most recent publications include Kinnock: The Biography (2001) and The Council of the European Union (with David Galloway, 2004). He is a Visiting Professor at the College of Europe, Bruges, and an Associate Member of the Centre for Legislative Studies at the University of Hull, UK.
