The municipal council of Nakuru has; a legislative arm, whose function is policy formulation, and an executive arm, which implements these policies. The implementation of planning policies and strategic structure plan for Nakuru town and its environs is wanting. The objective of this study focuses on; establish the extent to which the municipal council of Nakuru was implementing the building codes and by laws; establish the level of public awareness about the building codes and by laws; examine challenges in implementing the building codes and by laws; and establish the relevance and adherence of the planning policies both environmental and structural as far as building and construction is concerned. A Descriptive survey research and purposive sampling technique used provide the study findings that show; Implementation was done to a large extent; and Public awareness was above average. Challenges included corruption; lack of vehicles for site visits; high levels of ignorance among members of the public; and political interference. Recommendations; the Government of Kenya and Concerned stakeholders should scale up awareness campaigns; and curb political interference.
