Born on the 29th of November 1986, to Atum George (Late) and Achola Lucy (Late) and is the 3rd born of 5 children in a small village called Wipip, Ayala Parish, Alito Sub-county, Kole District, Northern Uganda. Ogwal Emmanuel is a distinguished economist and passionate advocate for youth empowerment. He holds a Master's degree in Economic Planning.
