Mr. BELAKHDAR Ahmed Rafik was born in Djelfa, Algeria. He earned a Bachelor's degree in Civil Engineering from the University of Djelfa, Algeria, in 2013, followed by a Master's degree from the same university in 2020. In 2025, he obtained a Ph.D. from the University of Tébessa. His research focuses on civil engineering and structural repair.
