The land sector, like any other, requires its own rules and methods. The subdivision operation in Kinshasa is a necessity that the public authorities must maintain on a daily basis in order to distribute people in a responsible manner, by applying the rules specific to this area, whatever the penalties, but with the hard work and rigor of the Land Administration, Kinshasa can respond positively to urban planning requirements and become a new city.
