In order to make the subregion more dynamic and accelerate the integration process, the CEMAC authorities decided to adopt an Institutional Reform Program. Within the framework of this PRI, a vast reform project was launched in 2007 to achieve a major qualitative leap in the governance of the Community's institutions, bodies and specialized institutions. An analysis of the latter reveals the reasons and resources for rebuilding CEMAC with a view to reconfiguring community government and governance. In addition to the political-institutional and bureaucratic-managerial motivations for reforming and reconfiguring governance that this program gives rise to, the strategic-organizational and technocratic-managerial foundations for reconfiguring and reformulating community governance are also apparent.
