In the present Scenario, the federal debate in India is focussed on the devolution of power from a highly centralised federal polity and on cooperative and coordinative action among the layers of federation. This book attempts an analytical and critical survey of the administrative relations between the Centre and the States in the Indian federal system. This work is done with respect to certain controversial aspect of centre state relations (Articles 256,257,355,365 of Indian constitution), mechanism for strengthening mutual cooperation (Articles 258,262,263 of Indian constitution) and the institutions like the office of the Governor and All India Services. It is a fact that many provisions which can be used for regulating or controlling the states were not appropriately used and many institutions were not activated properly due to political reasons .Within the given structure, some modifications, effective utilisation of the provisions and the activation of the many institutions will remove many of the working defects in centre state relations.
